War on Parent's Right to Opt Out ?

Portland Public Schools is not the only district that is making opting-out more difficult. This appears to be a trend across the state that includes: no longer mailing out notices, no longer having forms available in front offices, refusing to give forms to students, mandating SBAC for TAG identification, increasing pressure on teachers, etc.
